BIOGRAPHY

Liang-Bi Chen (陳良弼) received the B.S. and M.S. degrees in electronic engineering from the National Kaohsiung University of Applied Sciences, Kaohsiung, Taiwan, in 2001 and 2003, respectively, and a Ph.D. degree in electronic engineering from Southern Taiwan University of Science and Technology, Tainan, Taiwan, in 2019. From 2004 to 2010, he was enrolled in computer science and engineering Ph.D. program at the National Sun Yat-Sen University, Kaohsiung, Taiwan. From August to September 2008, he had an internship with the Department of Computer Science, National University of Singapore, Singapore. He was also a Visiting Researcher with the Department of Computer Science, University of California, Irvine, CA, USA, from September 2008 to August 2009 and with the Department of Computer Science and Engineering, Waseda University, Tokyo, Japan, from July to August 2010. In May 2012, he joined BXB Electronics Co., Ltd., Kaohsiung, Taiwan, as an R&D Engineer. In May 2013, he was transferred to the position of Executive Assistant to the Vice President, which he held until September 2016. In October 2016, he joined Southern Taiwan University of Science and Technology, Tainan, Taiwan, as an Assistant Research Fellow and a part-time Assistant Professor. In August 2020, he joined the National Penghu University of Science and Technology (NPU), Penghu, Taiwan, as an Assistant Professor.  His research interests include Internet of Things (IoT), Artificial Intelligence over Internet of Things (AIoT), VLSI design, power/performance analysis for embedded mobile applications and devices, power-aware embedded systems design, low-power systems design, digital audio signal processing, engineering education, project-based learning education, SoC/NoC verification, and system-level design space exploration. Since 2013, he has served as a Section Editor Leader, an Associate Editor, and a Guest Editor-in-Chief of the IEEE Technology and Engineering Education. Since 2019, Dr. Chen serves as an Associate Editor for the IEEE Access. He has also served as a TPC member, an IPC member, and a reviewer for many IEEE/ACM international conferences and journals. He was a recipient of the 2014 IEEE Education Society Student Leadership Award and 2019 Young Scholar Potential Elite Award of the National Central Library, Taiwan. He was also a recipient of the 2018 Publons Peer Review Award for Placing in the Top 1% of Reviewers in Engineering in the World. He received the First Prize Best Paper Award at IEEE ICASI ’17, the Honorable Mention Award at ICAAI ’16, the 1st Prize Excellent Demo! Award at IEEE GCCE ’16-18, and the 2nd Prize Excellent Poster Award at IEEE GCCE ’16. He is a senior member of IEEE and a member of the IEICE and the PMI.

Towards International Commercial Port Digitalization: An Intention Research for Adopting the AIoT and Blockchain-Based Technologies (Co-Principal Investigator (Co-PI), MoST funded: MOST 111-2410-H-346-003)

With the rapid evolution of information and communication technology and outbreak of the Industry 4.0 revolution, the world has entered a new era of digital shipping. International commercial ports are the country’s economic gateway.

Under the framework of digitalization, our country has also commenced to develop smart port in order to maintain long-term competitive advantages. This project is based on the technology acceptance model (TAM), and the structural equation modeling is employed to relationship between the valuables. In the first year, the port operators’ acceptance and intention to use the AIoT (Artificial Intelligence and Internet of Things) will be examined to understand the investment willingness and technical structure of the current industry players. In

the second year, this project is to expand the investigation of the entire port supply chain industry to find out the crux of the problems that after their use of the blockchain, as well as the level of trust and willingness. This assist to understand whether the blockchain platform can effectively solve the problem, so as the payment flow and information flow of port logistics more efficient. The results of this project will be provided to the government, container terminal operators, and port supply chain operators for discussed, giving the way for new competitive advantage.

Research for a Smart Agricultural Robotic System for Use in Pitaya Harvesting based on AI Edge Computing Technology (Principal Investigator (PI), MoST funded: MOST 110-2222-E-346-001)

8/2021-7/2022, National Penghu University of Science and Technology, Magong, Penghu, Taiwan. Many advanced countries in the world are facing the aging problem of the agricultural labor population. To cope with the shortage of agriculture manpower, many countries in the world including Taiwan have proceeded with the development of robots. Due to Taiwan's low birth rate, the shortage of agriculture manpower resulting from the aging agricultural labor population is even more severe than other countries. Particularly, in Taiwan's offshore lands, the population loss, community declining, weakening of the community functions, as well as the population aging are more server than Taiwan island. According to the statistics from Agriculture and Fisheries Penghu County Government, the abandoned field in Penghu county occupies an area of up to 5,521 hectares, which is 85% of the total agricultural land and 43% of the recorded total area of Penghu. This leads to a significant waste of the land resource. Penghu's epipedon is shallow and has a low water holding capacity, and that the growing environment is arid, Penghu suffers from not only drought damage caused by the lack of raining, but also wind damage under the strong wind as well as salt damage. In this regard, pitaya is a claiming cactus which is a member of the plant family Cactaceae and is a species of Hylocereus. Pitaya is tolerant of drought, heat, salt, fog and strong wind. In addition, since pitaya is easy to take care of, does not suffer from too many pests or diseases, and has a low usage of pesticide and a low production cost, pitaya can grow under the minimum amount of soil and water. Therefore, pitaya is a high-potential crop which is particularly suitable to be cultivated in Penghu and can be promoted. In light of this, it is the objective of this project to help Penghu's pitaya farmers, a local fruit of Penghu. It is known that most of the farmers in Penghu are aging and they would need automated equipment for harvesting purposes to thereby reduce the manpower required. To overcome the manpower shortage for Penghu’s pitaya farmers, we are planning on conducting a research project in regard to artificially-intelligent robots for automatic harvesting purposes of the pitaya fruit. In light of this, based on the combination of AI and IoT technologies, we have proposed a project entitled “Research for a smart agricultural robotic system for use in pitaya harvesting based on AI edge computing technology." The framework of the present project mainly includes (1) a robotic arm subsystem for pitaya harvesting based on computer vision, (2) an AGV based on computer vision, and (3) a visualized monitoring subsystem for pitaya harvesting. The present project establishes a system for an Artificial AIoT fruit harvesting robot applicable to smart farming by integrating the automated guided vehicle with computer vision. The fruit harvesting robot is based on the combination of IoT technology, AI edge computing technology, automated guided vehicle, and computer-visualized robot, and can be used in future academic research and development.

A Research of a Framework to Security-Enabled and AIoT-Based System for Intelligent Aquaculture (Principal Investigator (PI), MoST funded: MOST 109-2222-E-346-001)

11/2020-10/2021, National Penghu University of Science and Technology, Magong, Penghu, Taiwan. Due to the increasing global population nowadays, the demand for foods has become higher and higher. People will encounter a shortage of food supply. Therefore, the food crisis is one of the issues of concern in the world. Since aquatic products are an important source of high-quality protein, aquaculture has been widely recognized as a solution to the global food crisis. Since the modern aquaculture industry suffers from the problems of extreme climate, population aging, labor shortage, high production cost, and unstable production rate, the above problems will lead to the bottleneck of the aquaculture industry under the population aging and climate change as the aquaculture industry is labor-intensive and highly relies on the worker’s experiences. This reflects that the domestic aquaculture industry is in urgent need of industrial upgrading. In recent years, countries worldwide have utilized artificial intelligence to overcome the problems that the aquaculture industry has faced. In other words, the Internet of things (IoT) technology has been applied to the aquaculture industry to establish an intelligent aquaculture system based on the IoT or AIoT system. When the IoT system is used in the aquaculture industry, it brings up information security as it will likely encounter malicious attacks. In light of this, we have designed an intelligent aquaculture system that considers information security, thereby realizing a safe IoT-based aquaculture system. In other words, artificial intelligence and IoT technology have been integrated into a research project regarding the framework of an intelligent and security-enabled IoT system for the aquaculture industry.

Design and Implementation of Wearable Intelligent Glasses and Its Cloud-based Management Platform for Vehicle Driver Safety (National Wearable Devices Project Program, MoST funded)

This research project, namely the application of development of smart glass for safety of driving, and development of a cloud management platform (CMP), is proposed to finish in one year. This work mainly focuses on upgrading the existing smart glass with the fatigue alarm system. The glass with commercial grade, is offered by Jorjin Technologies Inc. The cooperation of four sub projects will assist to complete this work. Sub projects 1 is to put the band pass type infrared sensor into practice. We plan to utilize GaAs to produce band pass type infrared sensor, which enhances the sensitivity and the accuracy of signal detection. Sub projects 2 is to develop integrated circuit with sensors. We integrate circuit with sensors, D/A converter chip, low power micro-controller, and wireless transmission chip by using Through-Silicon. Via (TSV) technology of National Nano Device Laboratories (NDL). The designs of firmware and driver will be proposed in Sub projects 3 in order to transform the existing skill of smart glass to platform of Jorjin Technologies Inc., The CMP, mentioned in Sub projects 4, is to implement remote management and analysis on cloud platform.

Design and Implementation of Next-Generation IOV Communication Systems (National Project Program, MoST funded)

A three-year term project is proposed to design and implement next-generation IOV communication systems which integrate visible light communication (VLC) and power line communication (PLC) technologies. The proposed project targets will be achieved by executing the four subprojects, namely, Subproject I: Design and implementation of vehicle information cloud service platform, Subproject II: Research and implementation of power line in-vehicle communication systems, Subproject III: Design and implementation of vehicle gateway of heterogeneous network, and Subproject IV: Design and implementation of lighting and visible light communication modules for vehicle-to-vehicle data transmission.
